An NFL executive says the league’s independent drug testing administrator should not have exempted players who inadvertently took a banned substance before two Minnesota Vikings tested positive for the same thing two years ago.

An NFL executive testified in the StarCaps trial today he told the doctor administering the league’s drug-testing program in 2006 to stop exempting players who inadvertently ingested a banned substance and start referring them for discipline.
